Commandos 3 Fix (Steam) - Windows 10 \ 8.1 64bit

I&created this tutorial so that most of you will have a higher chances getting Commandos 3 game to work on your PC. I&recompiled the codes and created the batch file so that you guys can run the game with ease. This fixes Flickering and the legendary sniper color issue as well as the "unable to find steam" error. Note: To run the game from steam library, u must have DXWND app running. Or else you can just run the game from the batch file I&included.
