Leading institutions like Google DeepMind [3] project human-level AGI emergence by 2030–2035 , with transformative societal impacts comparable to the Industrial or Digital Revolutions. This acceleration demands urgent global coordination, as unaligned AGI could trigger catastrophic risks: Existential Threats: Misaligned goals ("instrumental convergence") may repurpose Earth&resources for computational substrates, bypassing human control. Geopolitical Fragmentation: A unilateral AGI "arms race" risks destabilizing global security (e.g., autonomous weapons, cognitive warfare). Socioeconomic Disruption: Mass unemployment from automation could widen inequality, while deepfakes erode epistemic trust.
