Do the mission Wildlife Preservation, you pick it up off a dead guy as soon as you enter Konrad&Hold. You&have to progress the story to get there. This is the last leg of that mission, you loop around the mine and can get to the suspicious looking opening in the cave I was eyeballing the whole time, and that echo is sitting right there.
