Problems with Apollo x4 thunderbolt 3 audio. Crackling/distortion Windows10 HP Spectre x360

Any audio I run from my Spectre x360 windows laptop to my Apollo x4 audio interface is crackling and distorted. Sometimes it is ok for periods of time but it always gets crackly again. I had a friend&computer hooked up to the Apollox4 with the same thunderbolt 3 cable and everything worked fine. We were able to record audio in Cubase and play it back through the computer. It must be an issue with my computer. Things I&already tried: I made sure my sound rate matched in the universal audio console software and in Windows at 44.1 khz. I tried to change my power setting to high performance but I do not have a high performance mode in my settings as seen in the video so i couldn&adjust that. I tried throttlestop as shown in the video but that seemed to have no effect. Anyone have any suggestions?
