Yup, an NES version of Thomas the Tank Engine was planned to be released alongside the SNES and Sega Genesis version but was scrapped without a given reason. Perhaps it was 1993 and by the time it was finished they assumed no one cared about the NES anymore, so this game was lost for a while until someone found the rom file and uploaded it to the internet.
