In short, yes it does make a noticeable visual difference and there doesn&seem to be a negative performance tradeoff with my setup at least. I&be leaving the High Quality Color option always ON. I&always been curious to actually compare the difference between enabling/disabling the High Quality Color option in the graphics menu of Escape From Tarkov.
