IPhone 12 Mini Camera Malfunction

This is my third Apple iPhone 12 Mini, all replaced under Apple Care, with the exact same problem. When turning on the front camera, not the selfie cam, it begins a bizarre audio and visual event; best described as a visual stutter, spasm, or like a rolling shutter effect while simultaneously emitting a static noise from the speakers.
