MSI Z790 Tomahawk WiFi will not start unless doing BIOS reset showing CPU EZ Debug light on

Set up is as follows: Intel i9-13900k, Corair Vengeance DDR5 5200MHz memory 64GB (2x 32GB), Noctua NH-D15 cooler, , NVidia RTX 3090, XPG Gammix S70 Blade 1TB NVMe, 2x 1TB WD SN850, Corsair RM 1000e PSU. Case is CoolerMaster MasterBox NR600P with 2x extra Noctua redux case fans. I&tried everything, but can&get my motherboard to power on at all. Have checked my Corsair RM1000e PSU with short of MB pin 4+5 on Motherboard power plus case fan, which worked fine and fan stayed on. Even RMAd my first PSU as thought that was DOA, but starting to think it was motherboard all along! Once Motherboard power cable was connected, I tried shorting jumper for power switch on JFP1 with a paperclip (to troubleshoot power switch connection issue), but nothing happens at all even when all other leads are disconnected from motherboard. Only way it will power on is during BIOS update with USB in the back and pushing the button in the back of the motherboard. UPDATE: I ended up RMAing the board and swapped it for a Z690 Carbon Wifi, which was actually recommended over the z790 Tomahawk as has better components and actually higher specs for the same money, but the results and benchmarks are still epic! Here are a few of the resources I used to rule out as much as possible: Before you try this next one, I am only recommending you try this if you are confident in working with electronics!...but it helped me test that the PSU was actually working: Despite these issues, this is still an awesome...
