Installing AVR Studio 4.19 on Windows 10 32-bit

How to install AVR Studio 4.19 on Windows 10 and avoid common installation issues. Tested on 32-bit Windows 10 build 1809. FYI: Earlier versions of AVR Studio, such as 4.16, can be installed but you may run into the error message "This app has been blocked for your protection" when trying to run the installer via the Windows GUI. One workaround is to run "CMD" as administrator, then navigate to the directory that holds the installer and run the installer from the command line.
