Fixing a Slow Cygwin by Re-installing it the Right Way

I had issues with a slow cygwing setup. It would take over two minutes to start up and tab completion was unbearble. I burned an entire weekend researching and testing how to fix it. Here is what I came up with. Now Cygwin is insalled and working better than ever. I also added cywinports, apt-cyg, and sdkman.
