It&100% possible to do exactly 6969 damage in a single attack. With the right damage variance, anything is possible. Here&a reliable strat however, using Dream Luck and nothing else but what the game itself provides. I don&have a lot to say here, but I&adding the calculations below for anyone to check out. The only other thing to add is I&using Gladiolus Hairband to increase hitrate, but anything that doesn&change speed works.
