This is Cal&Poncho from Fallen Order and it can be found inside a chest on Koboh in Fort Kah'Lin. You can enter Fort Kah&from Untamed Downs or fast travel to the Fort Kah&Meditation Point. Follow this path to get to the chest with the Poncho. Defeat the Spawn of Oggdo.
