Samsung LE32S81B TV tuner repair

I was given a LE32S81B Samsung to see if it was possible to fix its malfunctioning tuner. I checked the signal on the electrolytic capacitors with oscilloscope. Everything was fine but the signal on the C152 which is the filter +5V of tuner was very wavy.
