This is progress timed Meet Blackwell in Lutwidge Town buy her vial somewhere between progress 5-6 ( note to mention to kill the lutwidge town boss if she does not move.) Blackwell will move in to Ripon grand cathedral the example i show was that i was at progress 9 and when i use the lever it became progress 10. at Progress 10 Blackwell will become crazy you have to get her letter don&kill her if you do,the letter disappears. After the boss fight with Florence in dlc 3 give her blackwell letter. a recruitable party member for the final fight.
