BASIC Stamp Quadrature Encoder Demo, Part 1

Parallax Basic Stamp 2 Homework Board monitors a quad encoder, tracking a rotating disk at a surprisingly fast 615 RPM. The slowest LED (binary counter MSB) cycles 20 times in 15.6 seconds. Each full cycle is 8 revolutions, equating to 615 RPM. 16-segment encoder disk outputs 32 PPR, so the Stamp is accurately counting 328 pulses per second without missing a single pulse.
