Both cards are designed for 1080p resolution, in 1440p and 4K in many cases there is a lack of VRAM and both RX 7600 and RTX 4060 suffer from its shortage. You can identify the lack of VRAM on my test on the DRAM Read/Write value. If there is an increase in transfers it indicates a VRAM shortage, regardless of physical VRAM occupancy. Both RX 7600 vs RTX 4060 cards can handle 1440p but it will require a reduction in detail from Ultra to Medium-High.
