Select the text and change the color to red. Go to Insert tab and click on Shapes. Choose Rectangular shape and draw on the slide. Click on Shape fill at the top panel and set it to No Fill. Click on Shape Outline and set the color red. Click on Shape Outline and select weight. Change the borders weight. Resize and move the shape if needed. Go to Home tab. Click on Select and choose Select all. Go to Format tab and click on Group. You can move and rotate the stamp if needed.
