Bill Gates Population Reduction Ted Talk

Did Bill Gates say in a Ted Talk that Vaccines will be used for depopulation? In a 2010 Ted Talk Bill Gates discussed strategies for getting to 0 carbon emissions and a big part of the equation is reducing population to reduce demand for carbon. He says that good healthcare can help reduce population by 10 to 15 percent, but did he mean that vaccines will reduce the population. I argue no. I think he meant that vaccines reduce child mortality which in turn reduces the average birth rate per woman which of course reduces population growth. We can&believe everything we see on twitter or we will be divorced from the truth which is our greatest ally and weapon. Even if you hate Gates it is wrong to malign him dishonestly.
