2.4G 4CH Mini Frsky D8 Compatible Receiver from Banggood not binding

2.4G 4CH Mini Frsky D8 Compatible Receiver from Banggood not binding. When I tried to bind the blue LED keeps flashing and does not go solid. No servo movement. I tried many times with pushing the bind button while powering up the Rx but still does not bind. Its a faulty Rx. I used my other FrSky receiver in D8 mode and it binds straight away and the servos move.
